Common Operational Picture

The render surface of the fusion engine.

Most "common operational pictures" aren't. They're a map with uncorrelated sensor feeds pinned next to each other - a dashboard the operator's brain is still expected to fuse under time pressure. Empyrean's COP is different: fused tracks with identity provenance, edge-deployed, air-gappable, and composable across every domain the platform covers.

The Problem

Operator screens multiply. Radar on one, RF on another, EO/IR on a third, Remote ID broadcasts on a fourth, narrative feeds on a fifth. Each tool claims situational awareness; the operator provides the actual fusion, under time pressure, from memory. That works in a quiet environment with two tracks. It collapses the moment a real incursion generates fifteen simultaneous detections from eight sensor classes, and the operator is mentally correlating blips while the threat closes. A COP is supposed to solve this. Most don't. They put the same five feeds on one screen and call the resulting dashboard unified. The correlation problem doesn't move - it just gets compressed into less screen real estate.

Key Workflows

01Multi-domain entity tracking across 2D, 2.5D, and 3D views. Fused tracks rendered with full provenance. Every track exposes its evidence trail: which sensors are corroborating, which are conflicting, how trust has evolved over time, what the identity history looks like. No silent picks - the operator can inspect why the platform believes what it believes.
02Northstar+ kinematic sessions. Live range, bearing, and ETA computation across any set of tracked entities. Pick a reference point or a reference track; every other track reports its geometry against it in real time. Essential for intercept planning, deconfliction, and time-on-target coordination.
03Composable overlay stack. Sensor coverage footprints, fusion tracks, EMSO spectrum overlays including terrain-aware RF propagation envelopes, SSA pass windows, narrative OSINT clusters, cyber alert zones, geofences, routes, POIs, terrain analytics, cell tower density, licensed transmitter reference, and custom mission layers. All composable, all z-ordered, all interactive. Layers from different workspaces render on the same canvas without a separate mode switch.
04Geofences as policy, not decoration. Draw a zone and it becomes a scoped policy boundary. Trust calibration changes inside it. Fusion weights adjust. The Policy & Decision Layer fires automated responses on entry, exit, or dwell. A geofence in Empyrean does something; in most COPs it's a line on a map.
05Route planning with kinematic awareness. Waypoint routing against live tracks, with range, bearing, and ETA updating continuously as the threat picture evolves. Not static route plotting - dynamic against what's actually on the map.

Platform Integration

The COP is the primary operator surface for the Empyrean platform. It ingests WMS, WMTS, TMS, XYZ tile servers, GeoTIFF (including Cloud-Optimized GeoTIFF), KML/KMZ, DTED/SRTM terrain, and CoT/TAK natively. It generates MIL-STD-2525C and 2525D symbology dynamically from fused identity - SIDCs update as disposition evolves from unknown to suspect to hostile. Fusion tracks from the Fusion & Decision Engine, EMSO spectrum awareness with terrain-aware RF propagation modeling, SSA pass windows and RPO alerts, narrative intelligence clusters, CUAS force protection tracks, and cyber alerts all render on the same canvas. Zones drawn on the COP drive policy in the Policy & Decision Layer. Camera feeds from RTSP/RTSPS sources and Skydio Cloud render geolocated with CV detections projected to estimated ground coordinates - not just bounding boxes in a video pane. Reference overlays including OpenCellID cell tower density and FCC ULS licensed transmitter data compose alongside live tracks for contextual correlation. It runs at the edge, handles air-gapped deployments with offline basemap support via MBTiles, GeoPackage, and tile archive ingest, and works identically whether connected or dark.
